Sam Freedman is a Senior Fellow at the Institute for Government. From 2010-2013 he was a Senior Policy Adviser to the Secretary of State at the UK Department for Education. After that he worked at the UK’s largest teacher training charity, Teach First, ending up as the Executive Director in charge of recruitment and teacher training. In 2018 he became CEO of Education Partnerships Group – an international charity providing policy support to Governments in sub-Saharan Africa. He now spends most of his time doing political commentary for various outlets. He also has a podcast and is writing a book. You can follow him on twitter @samfr.

What role can transparency play as local government faces an unprecedented crisis? On paper, local government is one of the most transparent parts of the public sector, and citizen and others can use FOI, audit rights or Open Data to monitor what is happening. Yet too few people use them, and various rights are hard to use or enforce amid delays and severe funding cuts. A panel of journalists, academics and campaigners ask how can openness help?

Biography
Kate Dommett is Professor of Digital Politics at Sheffield. Their research focuses on digital technology and democratic politics, with a particular focus on data use, election campaigns and regulation, and their recent research has looked at the use of personal data for political campaigning, political advertising, and the regulation of digital politics. Her new book Data-Driven Campaigning and Political Parties: Five advanced Democracies Compared is published with Oxford University Press.
